Universe Inventory Build

Pulls the active common-stock universe from the configured exchange feeds, runs each candidate through the configured market-data provider's viability check, and persists the surviving symbols as today's master inventory. The toggles below set the per-run parameters for this manual kickoff; defaults match what the scheduler page is currently configured with.
